Born in the South Hampton Roads city of Portsmouth, Virginia, to Filipino parents, a retired Navy officer and a laboratory technician, he spent his childhood in Virginia Beach.
He met his business partner Pharrell Williams in grade school while in the band class. The pair reunited again after a while at a magnet school for gifted teens.
They started working together, mixing beats and performing in several live groups.
Several years after occasional productions for various artists they got a songwriting and production jobs with artists such as N.O.R.E. and Mystikal.
The records they made became instant hits, which allowed them to produce for big boys such as Jay Z.
Hugo signed a global music publishing deal with BMG Music Publishing.
They received the title of Producers of the Year at both The Source Awards and the Billboard Music Awards.
They released their first solo album, The Neptunes Present… Clones, and instantly became a hit.
According to Hugo, Pharrell usually provides the beat, as the drummer of the pair, and most of the band’s productions, while his role is more as a one man band and sequencer.
But he doesn’t mind because their roles are also flexible and do interchange. He has proved everyone that he can do it by producing Kenna’s 2003 album.
He did the majority of the production for Make Sure They See My Face, Kenna’s second album, and her 2011 EP.
Apart from producing next to Pharrell, he has created a DJ team, Missile Command, along with Daniel Biltmore.
The duo signed a deal with Fool’s Gold Records to release their music. So far they released two mixtapes.
He has produced other songs for various artists among his career, as well as collaborating with Malaysian artist Yuna at her 2013 album.
In 2015 he reunited with his bandmates from N.E.R.D. to work on three songs for the SpongeBob Movie 2.
He also worked with Iamsu! & P-Lo for the track Can’t Stop, Won’t Stop from The Manny Pacquaio Movie Soundtrack.
